2,100 homes could be constructed on new lots created by subdivision in accordance with current zoning regulations, resulting in a population capacity of some 19,200.

The RCCA also reviewed growth rates and trends in the County and determined that this population capacity could be consumed with twenty years if Rappahannock grew at a five percent rate—a rate slightly greater than that experienced in the County over the past three years (4.1 percent).

The study explored the potential impact of such growth on County taxes and expenditures, and concluded that, at a population of 13,500, a real estate tax increase of 15 percent, to 99 cents per hundred dollars of assessed valuation, would be required to maintain the present level of services. At the population level of 19,200, that rate would need to be increased to $1.05 per hundred dollars of assessed valuation.
