to reality By Linda Tarry Executive Director Headwaters ‘f Headwaters, the Rappa| hannock County Public | Education Foundation, has I many opportunities to act as a catalyst for educational excellence in our county public schools. Sometimes these opportunities take the form of specific projects conceived and financed by private citizens. One cold December two and a half years ago, Washington residents Bill and Mitzie Young planted a seed with Headwaters. That seed was $10,000 given to Headwaters to be used to begin plans for a greenhouse at Rappahannock j County High School.
