Gov. Mark Warner (D) is calling on the legislature to impose stiffer financial management and long-range planning requirements on the state's oft-criticized highway department.
The governor wants the Virginia Department of Transportation to start drafting detailed financial plans—identifying all sources of funding from start to finish before the f irst shovel of dirt is moved—for all projects with costs greater than $100 million, something the road-building agency currently doesn’t do.
Warner also wants VDOT to start compiling quarterly status reports on every highway project across the commonwealth with up-to-date cost estimates
