Transportation planning has historically been a state responsibility while land use planning has been a local one, and state and local officials have a history of agreeing to disagree when it comes to whose judgment is best for guiding community growth and development.
The state ceded some of its power when it created the Northern Virginia Transportation Authority, which was supposed to give local officials a hand in plotting transportation improvements. But since voters rejected a tax increase for those projects, the reach of that group has greatly diminished.
