initiatives are actions intended to make government work more efficiently, effectively or fairly. While they are sometimes controversial, as for example campaign finance reform has been, they are intended to be nonpartisan.

In our tight presidential race this year, neither Republicans nor Democrats want to see a repeat of the situation where one candidate wins the popular vote while the other wins the presidency with more electoral votes. Colorado proposes to apportion its electoral votes based on the popular vote, replacing the current “winner take all” system. More fundamentally, why should we continue to rely on the electoral college to decide who will be president?
