with public opinion in their district, but when a vote is cast that affects primarily one district, the other supervisors tend to defer to the one whose district is affected. The reverse is true in the Madison system, where at-large voting guarantees a county-wide perspective, but supervisors might not adequately represent all neighborhoods and groups.
I believe the best system is a mixed system, in which election by district is complemented by the election of some atlarge supervisors. We could accomplish this by adding two at-large members to the current five-member board, or we could elect the board chairman at large.
