ASSISTANT FIRE CHIEF

Loudoun County, Virginia, a suburb of Washington. D.C. one of the fastest growing counties in the Commonwealth of Virginia is seeking a qualified candidate to fill the position of Assistant Chief for its Department of Fire, Rescue and Emergency Management Services. Loudoun County Fire-Rescue is a combination career/volunteer system of 400 career staff and over 1350 volunteer members that provides Fire, Rescue and Emergency Medical Services (ALS & BLS), as well as evolving Special Operation Programs (Hazardous Materials Incident Response and Mitigation, Swiftwater Rescue, Wildland Fire-fighting, etc.). This position serves as second in command of the Department and will have the responsibility to manage key departmental divisions as directed by the Chief of the Department. Specifically these divisions are Field Operations, Support Services which includes Emergency 911 Center, the Office of Emergency Management, the Fire Marshal's office. Emergency Medical Services/Training/Public Education, and Planning & Administration, and the Health and Safety component. This positions manages and supervises the day-to-day operations within these divisions of the Department of Fire-Rescue, including fiscal and strategic program planning. Performs difficult, broad and influential services for assigned programs and projects through collaborative efforts with Department senior staff, senior employees within other county agencies, and senior volunteer officers. Plans, establishes and implements division-specific management goals, objectives, policies, procedures and processes for a rapidly growing department. Completes strategic planning for comprehensive program oversight in concert with the Chief of the Department, Fire-Rescue Commission, Fire and EMS Councils, and associated Council training committees. Takes initiative to proactively address issues, trends and developments that limit or foster system effectiveness through targeted program implementation. Advances concepts and opportunities that strive for system and service delivery excellence. Displays the ability to effectively lead department staff. Fosters effective decision-making, including organizational change management as well as career and volunteer development. Acts as Department and/or County's representative to other governmental subdivisions of both the Commonwealth of Virginia and the Federal Government and relevant local and regional advisory and policy groups. Makes difficult and influential presentations to County Administration, the Board of Supervisors, Fire-Rescue leadership, citizen groups, media and students. Functions as departmental Staff Duty Officer on a rotational basis. (A duty to act prevails whenever Fire and Rescue personnel are confronted with an emergency incident for which he/she is trained to perform. A subject to call status exists with frequent paging while off duty). Overall, candidates should possess excellent leadership skills, a keen business sense, be innovative, and a flexible problem solver involving teamwork and strategic thinking to create a high-performance culture that results in high quality service. High School Diploma or GED and any combination of education (above high school level) and experience equivalent to 15 years in public or fire administration or related field. Prefer combination of education and experience equivalent to a Masters degree in assigned or related field and nine years administrative experience requiring the application of general municipal government procedural knowledge and advanced social skill in the planning, organizing, coordinating, directing and/or control of agency activities, procedures and practices in order to handle a variety of assignments and/or problems independently. Certifications required include: NFPA Fire Officer II and/or NFA Executive Fire Officer Program, NFPA Fire Instructor II. OSHA Hazardous Materials Operations-Level I Responder, Virginia EMT-B (or equivalent from another state, but must obtain reciprocity within one year of employment), and a valid driver's license. All applicants must submit Loudoun County job application and copies of all required certifications. Selection process of successful candidates to include review of application, copies of all certifications and in person interview. Candidates must successfully complete a background and reference check, NCIC criminal and driving record checks and a medical physical examination, to include substance abuse screening, to be fully eligible for hire.
