Debt Specialist

This position is responsible for accounting and budgetary oversight for County debt and capital project funds. This position plays an important role in the development of the County's proposed Capital Improvements Program (CIP) budget, prepares analysis for senior staff regarding debt ratios, debt issuance, and debt drawdown schedules, as well as assisting With preparation of all official documents related to debt issuance. This position also analyzes the County's credit card program, will be responsible for training County staff on the use of the County's automated accounting system (FAMIS), and will assist with the risk management function of the County. The ideal candidate will possess the ability to work with others in a collaborative and/or leadership role and have excellent oral and written communication skills. Computer proficiency; prior experience analyzing and reconciling financial data; thorough knowledge of the theories, principles and practices of governmental accounting; experience with automated credit card systems, using automated financial systems and staff training is strongly preferred. This position requires a combination of education and experience equivalent to a Bachelor' degree and 3 years of related experience required with significant course work in finance, business, public administration or a related field and considerable professional experience in financial analysis and in the use of automated financial systems. A Master's degree may be substituted for up to two years of experience.
