Perhaps this is partly due to Rifaat’s frequent attendance at BOS meetings and her long involvement in county boards and community affairs. This has given her a depth of knowledge and experience that the other two candidates sorely lack.
But it was more than that. Her concern for what is best for Rappahannock County and her love of the community and its natural beauty was apparent.
