(Critics of land use said the system forces the county to raise the real-estate tax rate to make up for revenue lost to properties in land use. The result, they say, is that small landowners end up getting stuck with unfairly high tax bills.

The small landowners are bearing an unfair share of the tax burden " said Sperryville resident Ruth Rigor.

Supporters of land-use taxation said the system makes it possible to keep land in agricultural production and maintain open space in the county. Furthermore, it prevents more development and the costs for public services that more residents would require.

Alex Sharp, a Washington resident and member of the Board of Zoning Appeals, said the land-use system is fair.
