Worried about capacity level, the council will make the sewer system available in two phases. The core of the town will have the option of hooking up as soon as the wastewater plant — which will be built behind Avon Hall and resemble a bam — is built. Residents outside the core of the town will be able to hook up after five years.
The clock for late penalties will start ticking once residents are given the option of signing up, so those hooking up in phase two could still be able to pay only $7,500.
