The Rappahannock Supervisors agreed to act on a request from County Extension agent Rap Owings and asked Virginia Governor Mills Godwin to declare the county a disaster area. The same day, Governor Godwin included Rappahannock along with 13 other Virginia counties in a request for disaster designation from President Carter. Godwin declared a state of emergency in Virginia because of the most severe drought in nearly half a century.
Supervisor Chairman Pete Luke noted that area farmers had little or no carry over feed reserves after the hard winter. Current drought conditions have reduced this year’s first hay cuttings by SO per cent and expectations on a second cutting are almost nil, according to Luke. Farmers are having to reduce cow herds because of lack of feed to the extent that county agriculture will be adversely affected for years to come.
