“My theory is that spot development is better than a master plan”, countered Davis, maintaining that the county’s existing ordinances gave the Supervisors more control over proposed development than a comprehensive plan would. Supervisor Wood supported Davis’s defense of spot development.
The county already has many of the elements required for inclusion in a comprehensive plan, Luke acknowledged. “We’ve got to get them all together so that people can see what we’re thinking about.”
Following the lengthy exchange of ideas on comprehensive planning, the Supervisors took no action to either schedule a joint hearing with the Planners or to instruct the Commission to begin work on a plan.
