“You’re assuming full responsibility and assuming more time than is needed,” Wiley told the Board members.
Board’s Prerogative
Mrs. Massie countered that the Board had prerogative to tell the Superintendent to go back again if his recommendation was not acceptable. She added that the Board felt it needed additional time and additional candidates.
“But aren’t you assuming his responsibility?” argued Wiley.
“No, we’re not,” replied Mrs. Massie. She reported that attempts had been made to set up appointments with 12 applicants but it had been possible to interview only six. “We interviewed the ones he (Bloomer) had at that time” and asked him to try again to set up interviews with others who had been recommended to the Board.
At a special Board meeting on September 22, Mrs. Massie continued, the Board went into executive session after interviewing candidates but took no action to hire because they felt that there might be other qualified applicants available. The policy of the School Board on public presentations is that they be limited to five minutes, according to Mrs. Massie. “It’s now ten of nine and we have a fairly lengthy agenda. We must continue.” The matter of the elementary administrative vacancy was dropped. After covering the published agenda, the Board retired into executive session at approximately 10 p.m. to discuss personnel matters. Two hours later, at almost the stroke of midnight, the School Board came back' into open session and voted unanimously to hire' Spencer as principal and Miss Lambeth as assistant. principal. „ j
