Howell also took the time at a political rally last week to explain his position on gun control.
He said he had supported a bill in 1964 but that did no more than delay delivery of a pistol for a three-day “cooling off’ period to insure guns were not sold to convicted felons and habitual drunks. That bill failed, Howell said.
At the same time, Howell said, he supported a resolution by Del. William Pennington of Buckingham County that reaffirmed the right of every Virginian to keep and bear arms. . Former Lt. Gov.
