questionable, issues as his opponent’s stand on gun control, repeal of the rightto-work law and unionization of public service employees, all of which Howell says he opposes.
Any campaign has its negative aspects, and Howell’s against Dalton has been no exception. Witness his monumental blunder some weeks back of floating up several flimsy conflict-ofinterest charges which quite properly, got nowhere.
Attacks Personal
But the campaign of personal attack against Howell seems to have gotten out of control. Over the past two weeks it has been taken over by an organization called Independent Virginians for Responsible Government.
This appears to be a front group for a larger right wing organization, the National Conservative Political Action Committee (NCPAC), which is based in Arlington and which is allegedly tied in with a national fund-raising and direct mail outfit headed by one Richard A. Viguerie of Falls Church.*
Viguerie has reportedly made a career—and a considerable fortune—out of his activities on behalf of conservative causes.
The Independent Virginians organization mailed out a letter 10 days ago to about 10,000 voters over the signature of 7th District Congressman J. Kenneth Robinson asking for $96,000 to finance an “independent” television blitz against Howell. The TV ads will spread the word 'that Howell is a radical who supports gun control and the rest of the litany of conservative abominations. Dalton’s campaign director William Royall, to Robinson’s vast irritation, has termed the projected media blitz “distressing,” as indeed it is. Meanwhile, the antiHowell aspect of the cam-.. paign has manifested itself iq^ other ways. The Dalton campaign has released a list of 50 former Democratic members of the General Assembly who have endorsed the Republican candidate. Last week former Democratic Gov. William Tuck joined their ranks. There is a special irony here. Those on the list, with Tuck, make up a roster of the survivors of those who, a quarter century ago, fought John’s adoptive father, Ted Dalton, every whit as bitterly as the younger Dalton is now fighting Howell, and for many of the same reasons. Ted Dalton, as a progressive Republican, ran for Governor in 1953 and 1957.
