"I am confident that the limitation in the law voted last year was not intended to deny payments in lieu of taxes in such a situation, as these lands were not acquired for state purposes, and the state, by agreement with the Federal Government, merely' was acting as a conduit of convenience whereby title to the acreage flowed to the Federal Government for inclusion in the National Park System,” he said.
