Mainstreaming Throughout Bloomer reported that grades four through seven have been mainstreamed at the Rappahannock Elementary School except for the reading lab classes. “1 want to move that procedure to the primary grades” where Title 1 children have been kept in separate classes as part of the junior primary system, he said.
The Bookmark series is the text used in regular reading instruction at the elementary school. Because federal regulations require that Title 1 programs be supplemental, the same series couldn't be used in the past in primary Title 1 classes “even though it might be better,” said Bloomer. So instead of Bookmark, Title classes in grades one through three were taught with the Open Court series.
Bloomer noted that this caused transitional problems for children. Kindergarteners started their reading in Bookmark. Then those singled out for additional skill development In Title classes switched to Open Court until third grade where they changed back to Book
