Dr. Quaintance answered that he was surprised and shocked to learn that the Commonwealth ties the hands of its localities by keeping for itself all powers not specifically granted to communities under the Dillon Rule. “Fd go to the state government, find out what we can do and then revise our ordinances to comply with state law,” he said. "Until we have ordinances that comply...! don’t believe that you’re going to have any kind of regulations you can enforce...because the powers reside with the state.”
According to Dr. Quaintance, Virginia’s Dillon Rule is “absolutely contrary to the philosophy established in this country.”
