Rappahannock Exchange
Beard’s request for a legal opinion from Coleman was occasioned by a Park Service proposal to exchange 405 acres of Shenandoah National Park land in Rappahannock and Warren Counties for private property in Greene County.
After four years of negotiations, the Park released word of the land deal in late May, 1978. The subsequent public outciy over the transaction included questions of exchange legality under both state and federal law.
