It appears that neither an indoor fire escape nor rope ladders are feasible alternatives for correcting the State Fire Code violation at the county court house. At the November 2 meeting of the Rappahannock Supervisors, county engineer Fanning Baumgardner reported that state fire marshal James C. Shipley painted “a very dim picture of an interior fire escape” from the upstairs courtroom, describing an indoor escape as “a very marginal thing.”
In response to the Supervisors’ fears that an outdoor escape would spoil the looks of the historic court house, Shipley suggested that the Board consult Charlottesville architects who have designed an outdoor stair for Shenandoah Academy, another historic building.
“It keeps coming back to an exterior escape.” said Baumgardner, noting that a progress report on plans and design had to be submitted by November 28. He explained that, even if approved, an indoor fire excape from the second floor would have to exit directly into the downstairs hall, not into an office with a door that could be found closed and locked in case of fire. In addition, if the indoor escape was located in a jury room at the front of the upstairs courtroom, the doors to the jury room would also have to be removed, according to Baumgardner.
He told the Supervisors that an outside exit had to be located in the front part of the building, cutting through one of the first two windows or through a door between the windows. Baumgardner suggested that he be authorized to get pictures of the specially designed outdoor escape at Shenandoah Academy if the Board agreed to approve an outdoor exit.
"1 don't think we have any alternative,” Supervisor Butch Eastham responded.
