Commonwealth Attorney George Davis interjected that Dalton instituted the staggered hours requirement to ensure that at least one station in each community is open to the public every day. He added that the executive order was directed mostly at protecting tourism.
“I’m sure individual operators know more about what their customers need than someone in Richmond,” Baldwin countered. With the rest of the Board in apparent agreement, the issue of meeting with gasoline retailers was dropped.
(In a related development, gasoline retailers in Fauquier County met with their Board of Supervisors last week. Station operators declined to voluntarily stagger hours, maintaining that they needed to open in the early morning in order to preserve gas for their regular customers.
