Using these determinants, over half the housing in Rappahannock in 1960 classified as substandard with 48.2 per cent lacking some or all plumbing and 20.6 per cent overcrowded.

By the 1970, conditions had improved to where 40.1 per cent lacked plumbing and 12.1 per cent was overcrowded.

Between January, 1970, and December, 1978, 554 .building permits for housing were authorized in Rappahannock, a substantially lower number than issued in neighboring counties. The number of permits increased steadily between 1970 and 1973, dropped off significantly between 1973 and 1977 and then shot up again between 1977 and 1978.
