Superintendent William Bloomer explained that the mandate for alternative education which takes effect in September, 1980, is intended to meet the needs of students who aren’t being fully served through regular educational programs. Guidelines for alternative education aren't specific, he said.
According to Bloomer, alternative education includes, but is not limited to; special education, vocational education. Title I and gifted and talented. Expansion of Rappahannock’s gifted and talented program covered in the proposed 1980-81 school budget is part of the effort here to meet the alternative education mandate. Bloomer said.
He told the board members that localities must submit an alternative education plan which the state department of education evaluates for compliance with Standards of Quality. Bloomer noted, however, that the state has
