In explaining his reasons for abstaining on the modular unit vote, Masterson said it isn’t clear in his mind “where state and federal funding comes together.” According to Masterson, other states are refusing to meet federal mandates if money is not also supplied. “By mandating, they have a right to fund,” he said. “If we must do this, fine. Give us the money.”
