Reading from Robert’s Rules of Order, Mrs. Massie noted that a vote fails in the event of an unbroken tie.
“As 1 understand it, if I do not choose to vote, the motion fails,’’ said Masterson. “I do not choose to vote.”
Eastham objected to Fletcher’s refusal to break the deadlock. "It seems to me that Mr. James William Fletcher could put this at the top of his list,” he said, adding that it shouldn’t take the attorney much longer than three hours to consult with all parties involved.
Bloomer explained that Fletcher feels he’s not up-todate on General Assembly mandates and so would have to research that aspect of the question also.
