While few young people here get into trouble with the law. according to the youth plan, there is a need in the county for an emergency shelter for youth. “When they do get into trouble, the courts don’t have much of a choice. It’s either probation or an institution,” Morgan told the supervisors.
She reported that the volunteer task force, in deciding on the goals and objectives in the youth plan, were very sensitive to the lack of available funds and so emphasized low cost expansion of existing services and programs.
