Arguing against the seven percent was Wakefield member Robert Eastham, who proposed an increase of four percent. Eastham quoted pay hikes of four percent adopted by the Shenandoah County, Winchester City and Fairfax school boards.

Chairman Beverly Massie countered with statistics from neighboring Culpeper where the school board is also beginning an index salary system and recently presented a 7.7 percent salary increase to the county supervisors.

Noting that when the board adopted the index salary scale, it specified “if the funds were available,” Eastham said that the board was under no obligation to use the scale since the funds were clearly not available.
