The school board’s penchant for secrecy threatened to spill over to the supervisors a couple of months ago. In one of the discussions on jail renovations, Supervisor H.B. Wood and Clarence Baldwin, with support from School Board Member Robert Eastham in the audience, argued that estimates on the work should be kept from the public. Release of the projected cost would compromise the bidding process, they said, insisting that if contractors knew what the estimate was, all bids would come in above that mark.
Not so, countered Hubert Gilkey, the only member of the board with experience on the contractor’s end of the bidding process. He held that release of the cost estimate would have just the opposite affect. At a time when the construction industry is struggling through its deepest recession in years, everyone in the building trades is looking for work, he said. Bidders will try to undercut that cost estimate, Gilkey told his fellow board members.
