Nancy Reeve pointed out that the allocation would not prevent the study; it would merely make the funds available should the board decide to proceed after a thorough study.
An inital motion to include the $21,000 by Nancy Reeve failed for lack of a second. At this point, disappointed of the high school booster club who had come in support of the construction program tore up a poster displayed throughout the meeting and left the room.
The discussion continued. “The supervisors will never agree to the $21,000,” said Eastham. “This, incidentally, represents a one cent increase in the county tax rate.”
Massie replied, “Our duty is to make recommendations as to what we feel is necessary for the children of this county.”
“The supervisors are up for election,” Eastham countered. “How many parents do you really think are going to vote?”
“Mr. Eastham,” Massie replied, “it is not our charge to anticipate the politics of the county.”
The superintendent spoke again: “The original budget proposal represented a 9 percent increase. With cuts last week and the salary cuts made tonight, the percentage of increase must be a great deal lower. This is not an irresponsible or outrageous request.”
“Before proceeding, we should meet with the supervisors and discover what they feel is an acceptable request for a building program, should we find such a program necessary,” Eastham said. “Then we wouldn’t be putting the cart before the horse.”
