Estabrook had proposed establishing an index for the special services coordinator, principals and assistant principals. The teachers support an index as a career ladder designed to reward years of service, Smith explained. This would not be the case for the five administrators involved, Smith contended, since they were to be paid by position rather than according to the number of years they had served
