Fletcher said that he had been instructed by Weslow to make a preliminary request to the Authority. “If we don’t receive a satisfactory response we’ll go on to various other governing bodies,” Fletcher said. “If it’s too late in the process, we’ll file a request with the Water Control Board and EPA.”
James White, Authority secretary, told Fletcher that no decision would be possible that night. “We have to look into the administrative, engineering, financial and legal parts of the question,” White said.
