The Virginia Alcoholic Beverage Control Board will hold public hearings on proposed changes in regulations, including outlawing happy hours after 9 p.m. and prohibiting restaurants from advertising reduced-price drink specials.
The advisory committee recommends that customers not bo allowed to possess more than two drinks at any one time and no retail licensee be allowed to sponsor “allyou-can-drink” specials at one price.
The proposed changes will be the topic of discussion at a public hearing Oct. 22 at the ABC departmental Central Office Building Complex on Hermitage Road in Richmond.

The State Corporation Commission (SCC) announced that the 1985 assessment value of public service corporation property totals approximately $11 billion.
The total indicates a jump of about 8 percent over the 1984 assessment of almost $10.2 billion.
Utilities providing electric service continued to lead all other utilities with property valued by the SCC at $6.7 billion.
Local governments use these figures to collect the appropriate property taxes for local use.
Locally, Central Telephone Company of Virginia showed assets of $248,434 inf 1985, an increase of $12,497 over 1984.
Elsewhere, American Telephone and Telegraph Co. of Virginia posted assests „ of $288,731, up $12,497 over last year.
