Statewide, of those saying they would vote against the lottery, most (48 percent) said they were morally opposed to gambling. Other reasons given by opponents were that a lottery would hurt the poor (28 percent) and that running a lottery is not a proper function of government (18 percent).
Opposition to the lottery on moral grounds was strongest in the Shenandoah region (60 percent) and the Central Piedmont (58 percent).
Virginians strongly support a state law requiring the use of seat belts by all drivers and passengers in motor vehicles. Statewide, 59 percent of those voters surveyed supported the seat belt bill, 36 percent were opposed and 5 percent undecided.
