The delay is the result of the state’s determination to see that concerns voiced by Amissville residents are resolved, according to Mr. Joyce. The engineer said letters have been sent to the local people who wrote the Department of Waste Management, with copies going to Lorraine Early, president of the citizens group which opposes the Stover landfill. After reviewing his responses, Mr. Joyce said, the Department gave verbal approval to the preliminary design project and the authorization to proceed.
Clearing the site and constructing the access road can begin with receipt of DVM’s letter approving the preliminary design plan, Mr. Joyce reported. He added, however, that Harry Gregori, director of the Department of Waste Management's public policy office, has suggested that any work at the site be confirmed with a letter to Cynthia Bailey, the department’s executive director. He added that the letter will be drafted for the board’s signature as soon as the expected correspondence is received from DVM in Richmond.
