The Act provides $200 million to the states for literacy and basic skills programs for adults. In addition, it creates two new literacy programs: a workplace literacy program for skills used on the job, and an English family literacy program for people with limited English skills.
“Illiteracy is a personal tragedy for millions and a national liability. The costs are staggering: wasted lives and billions of dollars expended on welfare, unemployment, law enforcement and remedial training programs. We must continue our efforts to break the cycle of illiteracy,” Sen. Trible said.
