Virginia farmers have an additional five months to apply for an oil overcharge refuknd since the U.S. Department of Energy extended the filing deadline until June 30.

Sift flour, soda, salt and sugar; cut in butter until mixture feels coarse and crumbly. Fold in caraway seeds and raisins. Lightly beat egg with buttermilk, then add to dry ingredients, stirring dough with fork until well blended. Shape into a ball. Turn onto work surface sprinkled with flour and put a little flour on your hands to keep dough from -sticking. Knead a few times, adding more flour if necessary.
