Refunds are coming from $1.5 billion in oil overcharge funds collected by the Department of Energy when crude oil was under government price controls between 197382. Everyone who purchased products refined from that oil is eligible for a refund of at least $80 per 100,000 gallons of oil-based fuels and greases purchased.
