Jhghway projects, once started, can continue endlessly, said Mr. Cadwaleder, raising the spectre of next four-laning Rt. 231 to Madison.

That highway has been designated a Virginia Scenic Byway and while this doesn’t per se block such projects, the state Department of Transportation has yet to dual-lane a scenic road, noted John McCarthy, Rappahannock’s zoning administrator and administrative assistant to the Board of Supervisors.

Mr. Cadwaleder called for the preservation of country roads as a means of preserving rural character. “Allowing the tentacles (of duallaned highways) to enter . . . encourages joy riding . . . Why should speed be such an issue?” he asked. “Safety is important, but it’s possible to drive safely on any road.”
