For more than four cuts, the property must be rezoned.

• Clarke County gives no exceptions to family divisions but does have a one-acre minimum lot size. However, the number of cuts allowed from a particular parcel is determined by a sliding scale zoning system that sets a lower density on large tracts of agricultural land.

• Fauquier County makes the minimum lot size for family divisions the same as in the applicable zoning district, which is either two, five, or 10 acres for agricultural zones.

“Although some of our neighboring counties allow one-acre lots for family divisions, they all have restrictions that are much more severe on how you make that lot," Mr. McCarthy concluded. The only exception is Culpeper County, but even that will change if the proposed downzoning is approved, he added.

“I feel that Rappahannock County right now is willing to do more than any county around here for the small landowner. We have the most liberal family subdivision provisions of all the counties around. But there's no way we can please everybody," Mr. Massie concluded.

At Monday's public hearing, in addition to enacting the family transfer amendment, the supervisors:

• Adopted an ordinance amendment which defines library as “the Rappahannock County Public Library or any branch thereof."
