According to the Federal Highway Administration’s Value Engineering Coordinator, Bruce Lind, value engineering training sessions (such as the one conducted by the Virginia Department of Transportation on the proposed Rt. 211 duallaning project) “amount to the same process” as standard value engineering studies. Mr. Lind spoke in a meeting Sept. 1 with me and three others - one, a high-level FHWA official - in Washington, D.C.
He said that the Rt. 211 value engineering study was “comparable to the value engineering process itself.” As it happened, Mr. Lind oversaw this particular value engineering study of Rt. 211, which concluded that dual-laning this section of highway was not warranted by either safety or traffic conditions. Mr. Lind stood behind the methodology of this particular study.
