building be insulated. The council agreed to authorize the $500 expense of insulating the ceiling space, with the provision that it not be done until the Golden Key company signs a formal lease and gives the town a deposit and a copy of its insurance agreement.

Councilman William Wickens told the council that the town may be eligible for an architectural survey, done by a team from the University of Virginia. Such a survey of the town’s buildings, “would be of enormous value to the Planning Commission and the Architectural Review Board, and would be very useful in the administration of the town’s Historic District Ordinance,” Mr. Wickens said. And, he added, there is no charge to the town for the team’s services.
