He said research is needed on the question of whether the state can “condemn land for private purposes.” The stadium would be going onto land owned by the state employee retirement system, but the deal that was reported said the state would condemn additional land for parking. Once , a metro stop is constructed near the facility, the additional parking would no longer be needed. The initial reports of the deal said that land would be turned over to Mr. Cooke to develop.
Sen. Miller said it would be necessary to look into whether or not the agreement would be “a good deal or a bad deal for the retirement ftind.”
Sen. Edgar S. Robb, R-25th,who represents Stonewall-Hawthom District, said the report in the Richmond paper that he is opposed to the deal “is not quite accurate. It came as a total and complete surprise, and since I don’t have any details of the package, it is impossible to make a decision on whether it is good or bad for the state and especially Northern Virginia.”
