Virginia has added a consumeruse tax, which targets out-of-state mail-order purchases of $25 or more.

Speaking for the Virginia Department of Taxation, Janie Brown

said the 4.5 percent tax will be levied on consumers, not out-ofstate mail-order companies, because the state cannot compel someone in another state to send Virginia the tax, although some mail-order companies already do.

Bowen said purchases of automobiles in Maryland or West Virginia are covered under a separate set of rules.
