the many months of investigation and the public hoopla surrounding it, there would have undoubtedly been cries of outrage and charges of collusion. But if Kenney’s visit to Norfolk, some are saying, was deliberatedly designed to signal grand jurors that it would be okay to refuse to indict Robb so far as the government was concerned, then the strategy worked and nobody can accuse prosecutors of soft treatment of Robb.
The conspiracy theory'blight even be taken further since Robb has certainly not been entirely vindicated of any wrongdoing. In fact, his name appears frequently in the indictments returned against his former friend Thompson and if that case goes to trial, Robb may even be called as a witness. So the possibility remains of further unflattering publicity for the politically wounded senator who comes up for re-election next year.
