A bright splash of color soon will decorate Virginia's highways, thanks to a Virginia resident's vibrant design for a new license plate supporting the arts.

The design of the state's newest license plate was created by Bill "Tex" Forrest, a free-lance illustrator and graphic artist from Woodbridge. Mr. Forrest won a $500 cash prize for his design, which was selected • from among 24 entries in a statewide competition.
