James E. Copple, president of the Community Anti-Drug Coalitions of America, shared his experiences in forming his first community coalition. He was shocked to find dozens of programs, mass duplication, wasted man/woman hours and a general lack of information about what other programs in the same region were trying to acheive. Every group within the community had a plan; the church leaders, the educators, law enforcement officials, the PTO parents, health personnel, and business leaders.
