According to James R. Epstein, president of EFO Management, Inc. and principal for Clevenger’s Comer Development Partners, no more than 50 percent of the land will be developed, with the rest left in open space.

"My family has owned this property for 17 years,” noted Epstein. "We are putting together a team of local experts to find out what people like about a village, and what makes these places work."

The team currently includes Culpeper architect Michael Lysczek and Jim Carson, an engineer with Carson, Harris & Associates, of Warrenton. Legal representation is provided by John J. "Butch” Davies, of Davies & Barrell, PC, of Culpeper. Sharon Burke, a Warrenton real estate specialist, is assisting with marketing.

The "new village" is being tried in other areas, including Kentlands, near G^thersburg, Md„ and Hay mount, a planned development along the Rappahannock River south of Fredericksburg.

While EFO Management, Inc. has taken on major building projects in Los Angeles, Memphis, Tenn. and Washington, D.C., this is their first attempt to build a "village" from scratch.
