the new Standards of Learning tests which Dr. Gangel feels will be passed and implemented by the state.
According to last year’s report, of the county’s 8th graders, only 48 percent scored among the top half of such students nationally, compared to 58 percent of all Virginia students. Among last year’s 11 th graders at RCHS, 58 percent scored among the top half of 11th graders nationally, slightly below the Virginia statewide average of 60 percent.
“With our new model in place, and with the results we’ve seen, we can now apply it to other grade levels,” Dr. Gangel said.'The big picture is that we have improved the outcome and we’ll be looking at fifth graders having after school remedial programs. With the new budget passed we have stipends for teachers and it’s budgeted in for future years.”
“However, as much as people don’t want to hear it, budgeting for remedial training for the SOL tests is not there but will have to be included once they are in place. It is something we must consider for the future,” he said.
Dr. Gangel said they are aware of; the concern over test scores and the impact on students. He feels that with their model in place which can be applied to barrier tests they are headed in the right direction.
At present, the LPT is the only barrier test they have. Other tests, norm reference tests, which compare students on a national average, such as the SAT9, are good for curriculum improvement. But, the LPT and SOL are criteria reference tests and evaluate students against a body of knowledge.
