Though the formal, legal name of the organization is Headwaters, the Rappahannock County Public Education Foundation, we have chosen to use Headwaters as our working name. We think that name is especially apt, both geographically and symbolically, for such an organization in Rappahannock County. Rappahannock is a county of headwaters, those little streams that arise in the mountains and become the source of the great rivers flowing to the sea. In the same way, Headwaters aims to be a spring from which will flow a stream of support, encouragement and interest that will produce a tide of achievement among our children in years to come.
It is important for the community to understand what Headwaters is, and what it is not. It is an independent organization of citizens sincerely interested in enhancing the quality of our public schools by generating stronger public support for them. The foundations not an instrument of the school board or the county’s public school administration. It is entirely independent of the county’s public school system, and will be governed by a 15-person board of directors made up of a cross-section of Rappahannock County citizens. One
